Anyone can register.  If you look at the "Help File" in the lower lefy menu on the home page you will see full instructions

You can only list on the site if you hold a Practitioner certificate or equivalent. Registering and Listing are free of charge

You can also list on this site if you hold a recognised BSFF certificate or another certificate which is from a recognised body
